Essential Water Skills for Beginners
SwimSafer Stage 1 is the first stage of Singapore's national water safety programme. It checks that a beginner can get in and out of the pool safely, float, move short distances, and signal for help.
The Stage 1 test is done without goggles and includes a slide-in entry, short swims on the front and back, submerging to look at an object on the pool floor, front and back floats, signalling for help, floating with a buoyancy aid, and fitting a personal flotation device (PFD) before jumping in. For most young beginners, the hardest parts are opening their eyes underwater without goggles and staying relaxed in a float. A coach can practise each item until it feels routine. The full test sequence is listed below.
What is important?
- Water Safety Awareness
- Comfort in Water
- Floating and Buoyancy
- Breath Control and Blowing Bubbles
- Kicking and Arm Movements
- Water Play and Games
Your First Step to Swimming Mastery
Stage 1 suits beginners who are comfortable in shallow water but cannot yet swim far. Children and adult beginners can both work towards it.
What does a learner need before attempting Stage 1? They should be able to put their face in the water calmly, blow bubbles, and float with some support. If they are not there yet, lessons start with water confidence. From there, a coach will build up the test skills one at a time: the slide-in entry, opening eyes underwater, 5-second front and back floats with a controlled recovery to standing, and short swims on the front and back. Preparation lessons can be private or small-group, at a public pool or condo. Tell us what your child can already do in the water and we will suggest how to prepare.

Common reasons beginners struggle with Stage 1: panicking when the face goes in without goggles, lifting the head during a float so the legs sink, or standing up suddenly instead of recovering in control. A coach will practise these specific moments repeatedly, in short, calm steps, so the learner is comfortable with them before any assessment.
The PFD item (fitting a lifejacket, jumping in and floating for 30 seconds while wearing clothes) is often new to children. Practising it once or twice beforehand removes most of the surprise on test day.
Achieve Singapore SwimSafer Stage 1 Certification
Stage 1 preparation follows the current SwimSafer syllabus, with extra time on whichever items the learner finds hardest.
Every learner moves at a different pace. Some children are ready for Stage 1 after a few lessons; others need longer to feel relaxed underwater. Our coaches will tell you honestly when they think a learner is ready to attempt the test.

Mastering Water Safety: SwimSafer Stage 1
Stage 1 is about the basic safety skills every swimmer needs: getting in and out safely, staying afloat, moving a short distance and calling for help. These are worth learning well, because they are the skills a beginner is most likely to need in a real situation.
Swim Safer Stage 1 with Swimming Coach is more than just a course—it represents a commitment to careful, patient water safety training at the point where a learner is most vulnerable: the very beginning.
What the Stage 1 Curriculum Covers
Lessons cover safe water entry and exit, flotation and balancing skills, fundamental swimming techniques, and signalling for help. Learners will not only advance their swimming abilities but also gain the confidence to manage different aquatic environments safely and effectively.
Building Confidence in the Water
For many children, Stage 1 is the point where fear of the water turns into confidence. Calm, repeated practice of each skill matters more than rushing to the test.
Qualified Swimming Instructors: SwimSafer Stage 1
Swimming Coach is proud of its instructors. Lessons are taught by coaches holding National Registry of Coaches (NROC), Swim Schools International (SSI) or Austswim certification, and trained in first aid, CPR and AED.
Preparation, Not a Guarantee
Programme and assessment requirements can change, so families should confirm the current requirements through official SwimSafer sources. Preparation lessons can help a learner practise weaker skills, but participation does not guarantee an assessment result. Progress depends on the learner’s starting ability, attendance, practice and readiness on assessment day.
Preparing Your Child for Swimsafer Stage 1 Test in Singapore with Swimming Coach
Here is a practical way to prepare a child for the Stage 1 test.
1. Initiate Early with Swim Basics:
Make sure your child is relaxed with their face in the water and can float with a little support before working on the test items.
2. Get Acquainted with Test Components:
Go through the test sequence above so your child knows what will be asked. Knowing the order of items reduces anxiety on the day.
3. Stress Water Safety Practices:
Practise the safety items properly, not just the swimming: signalling for help, holding a float, and climbing out safely.
4. Practise Without Goggles:
The Stage 1 test is done without goggles. Short, regular practice opening the eyes underwater (for example, picking up a toy from the pool floor) makes a big difference.
5. Foster Confidence with Practice Runs:
Before the assessment, your coach can run through the full sequence in order, so your child gets used to doing the items one after another.
6. Enroll in Swimming Coach’s Tailored Prep Classes:
Our specialized Swim Safer Stage 1 preparation classes are tailored to address the specific demands of the test. Swimming Coach’s seasoned instructors focus on honing test-specific skills and giving focused feedback, though lessons do not guarantee an assessment result.
7. Commemorate Milestones and Progress:
Praise effort and small steps, such as the first float without help. Children who enjoy lessons progress faster.
Exploring the Path Forward After Stage 1 Swimsafer Test in Singapore with Swimming Coach
After Stage 1, most learners continue to Stage 2, which asks for longer distances and more controlled skills.
1. Seamless Transition to Stage 2 Swimsafer:
Stage 2 builds directly on Stage 1. See our SwimSafer Stage 2 page for the skills involved.
2. Mastery of Advanced Skills and Techniques:
This is a good time to start working on proper stroke technique, especially freestyle with side breathing and backstroke, so that the longer distances in later stages are easier.
3. Continued Emphasis on Water Safety:
Safety skills such as treading water and sculling become more important in later stages, so coaches keep practising them alongside strokes.
4. Personalized Support for Individual Goals:
Whether the goal is the next SwimSafer stage, swimming for fitness, or joining a school swim team, your coach can plan lessons around it.
